Illegal "sports clubs" and illegal "sports federations" in the occupied areas of the Republic of Cyprus
The Republic of Cyprus is an independent and sovereign state, member of the United Nations, the European Union and many other international organizations. The Government of the Republic of Cyprus is the only internationally recognized government in Cyprus and holds jurisdiction over the entire island
On the contrary, the so-called self-proclaimed “turkish tepublic of northern cyprus (t.r.n.c.)” is an illegitimate regime that has never been recognized by an official body or country internationally. As a matter of fact, the unilateral declaration of independence of the “t.r.n.c.” on 15 November 1983, has been condemned by the relevant UN Security Council Resolution 541 (1983) and 550 (1984), which declared “illegal and invalid” this so-called “state” and urged "not to facilitate or in any way assist the aforesaid secessionist entity"
Therefore, the so-called “sports clubs” and “sports federations” operating in the occupied areas of the Republic, operate under the so-called “laws” of the so-called “turkish republic of northern cyprus” and they are not recognized by the international community, except for Turkey
Up until 2008, 29 illegal “sports federations” have been operating in the occupied territories and about 14,000 people were enrolled in them. These are: North Cyprus Olympic Committee, Cyprus Turkish Football Federation, North Cyprus Volleyball Federation, North Cyprus Handball Federation, Turkish Cypriot Basketball Federation, North Cyprus Tennis Federation, North Cyprus automobile club, North Cyprus Aviation Association, North Cyprus Swimming Federation, North Cyprus Taekwondo Federation, North Cyprus Shooting Federation, Association of Mountaineering, North Cyprus Federation of Disabled Sports, North Cyprus of chess players, North Cyprus University Sports Federation, Turkish-Cypriot referees Association, Badminton Federation of North Cyprus, Billiards Federation of North Cyprus, Bocce Federation of North Cyprus, North Cyprus bike lovers association, EasyKart Federation of North Cyprus, Football tennis Association of North Cyprus, Judo, hapkido and Kickboxing Federation of North Cyprus, Wrestling Northern Cyprus Federation, which promote their respective sports
The so-called “sports clubs” which operate in the occupied areas of Cyprus, conduct training and sports games in infrastructures that have been built illegally on property belonging mostly to Greek Cypriot displaced persons, in violation of their rights and without their consent. It is recalled that the Greek Cypriot lawful owners of properties were forced to flee their homes because of the Turkish invasion in 1974 and the military occupation of 36,2% of the territory of the Republic of Cyprus and are, to this day, prevented from returning.
It is important to note that, according to the relevant laws of the Republic of Cyprus, any person who, with intent to defraud, deals in immovable property belonging to another, is guilty of a felony. It is also highlighted that Turkey has been held as responsible in cases before the European Court of Human Rights for violating the rights of Greek Cypriot landowners in the occupied areas of the island.
Legal and Institutional Framework of the Republic of Cyprus for the registration of clubs and their recognition by the sports register
a) Cyprus Sports Organization:
The Cyprus Sports Organization (CSO) is the highest sports authority of the Republic of Cyprus and it is regulated by the Cyprus Sports Organization Laws of 1969 to 2002. According to the Law, a “sports federation” is any sports federation lawfully established and legally operating in Republic, aiming to promote extracurricular sports in Cyprus and whose components are unions lawfully established and legally operating in the Republic. With such, and in accordance with the Law, the federation acquires legal personality (101 (1) / 1992).
Additionally, in accordance to the aforementioned law a “sports confederation” is any organization established legally in the Republic of Cyprus in order to promote extracurricular sports in Cyprus and whose components are sports federations. It may also include committees and associations of similar structure (101 (1) / 1992)
A Sports Club which has been legally established the in the Republic in order to promote extracurricular sports in Cyprus, receives athletic recognition by the Cyprus Sports Organization and is registered in the Sports Register, which is kept for this purpose, and receives a relevant certificate.
A sports club which receives athletic recognition by the Cyprus Sports Organization is eligible for registration to its respective Sports Federation.
A Sports Federation receives athletic recognition by the Cyprus Sports Organization and can be registered to the Athletic Register which is kept for this reason and receives a relevant certificate according to the provisions of the relevant legislation.
b) Cyprus Olympic Committee:
The Cyprus Olympic Committee is non-governmental, non-profit organization of unlimited duration, established in accordance with the Olympic Charter on the basis of guidelines, adopted by the International Olympic Committee. The Cyprus Olympic Committee, according to its statute, may accept as a member any National Federation, which is a member in International Federations responsible for sports included in the Olympic Games’ programme.
Additionally, the Cyprus Olympic Committee may accept as a member, any federation which is a member in International Federations recognized by the International Olympic Committee whose sports may not be included in the Olympic Games’ programme
The so-called «north cyprus olympic committee» is not recognized by the International Olympic Committee nor by any other international body.
The so-called “sports clubs” and “sports federations” operating under the purported " “laws” of the so-called “Turkish Republic of Northern Cyprus” (t.r.n.c.), are illegal entities according to international law and not recognized by the Republic of Cyprus

On the basis of the legislation which provides for the registration of clubs and foundations the Cyprus Sports Organization may recognize and register Turkish-Cypriot sports clubs, on the basis of the legislative framework which provides for the relevant procedures in the Republic of Cyprus.
On the basis of the principle of non-discrimination regarding the right of the participation of Turkish Cypriot athletes in the pancyprian championships, both sports clubs and sports federations may register Turkish Cypriots who wish to participate on the according to their statutes and within the framework and procedures provided by the relevant legislation of the Republic of Cyprus.
